By providing mortgage lenders with financial incentives to modify existing first mortgages, the Treasury hopes to help as many as 3 to 4 million homeowners avoid foreclosure regardless of who owns or services the mortgage.&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;Do I need to be behind on my mortgage payments to be eligible for a modification?&amp;nbsp; &amp;nbsp;Will the Homeowner Affordability and Stability Plan reduce the payments on both? &lt;/strong&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Only the first mortgage is eligible for a modification.&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;I owe more than my house is worth.&amp;nbsp; Will the Homeowner Affordability and Stability Plan reduce what I owe?&lt;/strong&gt; &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;The primary objective of the Homeowner Affordability and Stability Plan is to help borrowers avoid foreclosure by modifying troubled loans to achieve a payment the borrower can afford.&amp;nbsp; Lenders are likely to lower payments mainly by reducing loan interest rates.&amp;nbsp; However, the program offers incentives for principal reductions and at your lender&amp;rsquo;s discretion modifications may include upfront reductions of loan principal.&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;I heard the government was providing a financial incentive to borrowers.&amp;nbsp; Is that true?&lt;/strong&gt; &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Yes.&amp;nbsp; To encourage borrowers who work hard to retain homeownership, the Homeowner Affordability and Stability Plan provides incentive payments as a borrower makes timely payments on the modified loan.&amp;nbsp;&amp;nbsp; The incentive will accrue on a monthly basis and will be applied directly to reduce your mortgage debt.&amp;nbsp; Borrowers who pay on time for five years can have up to $5,000 applied to reduce their debt by the end of that period.&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;How much will a modification cost me?&lt;/strong&gt; &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;There is no cost to borrowers for a modification under the Homeowner Affordability and Stability Plan.&amp;nbsp; If you wish to get assistance from a HUD-approved housing counseling agency or are referred to a counselor as a condition of the modification, you will not be charged a fee.&amp;nbsp; Borrowers should beware of any organization that attempts to charge a fee for housing counseling or modification of a delinquent loan, especially if they require a fee in advance.&amp;nbsp;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;Is my lender required to modify my loan?&lt;/strong&gt; &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;No.&amp;nbsp; Mortgage lenders participate in the program on a voluntary basis and loans are evaluated for modification on a case-by-case basis.&amp;nbsp; But the government is offering substantial incentives and it is expected that most major lenders will participate.&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;I&amp;#39;m already working with my lender / housing counselor on a loan workout.&amp;nbsp; Can I still be considered for the Homeowner &lt;/strong&gt;&lt;strong&gt;Affordability and&lt;/strong&gt; &lt;strong&gt;Stability Plan?&lt;/strong&gt; &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Ask your lender or counselor to be considered under the Homeowner Affordability and Stability Plan.&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;How do I apply for a modification under the Homeowner &lt;/strong&gt;&lt;strong&gt;Affordability and&lt;/strong&gt; &lt;strong&gt;Stability Plan?&lt;/strong&gt; &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;You may not need to do anything at this time. &amp;nbsp;Most mortgage lenders will evaluate loans in their portfolio to identify borrowers who may meet the eligibility criteria.&amp;nbsp; After March 4 they will send letters to potentially eligible homeowners, a process that may take several weeks. &amp;nbsp; If you think you qualify for a modification and do not receive a letter within several weeks, contact your mortgage servicer or a HUD-approved housing counselor.&amp;nbsp; Please be aware that servicers and counseling agencies are expected to receive an extraordinary number of calls about this program.&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;What should I do in the meantime?&lt;/strong&gt; &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;You should gather the information that you will need to provide to your lender on or after March 4, when the modification program becomes available.&amp;nbsp; This includes&lt;/p&gt;&lt;ul&gt;&lt;ul&gt;&lt;li&gt;information about the monthly gross income of your household including recent pay stubs if you receive them or documentation of income you receive from other sources &lt;/li&gt;&lt;li&gt;your most recent income tax return &lt;/li&gt;&lt;li&gt;information about any second mortgage on the house &lt;/li&gt;&lt;li&gt;payments on each of your credit cards if you are carrying balances from month to month, and &lt;/li&gt;&lt;li&gt;payments on other loans such as student loans and car loans. &lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;&lt;li&gt;&lt;strong&gt;My loan is scheduled for foreclosure soon.&amp;nbsp; Without the tourist traps that proliferate at the feet of the slopes at Vail and Breckenridge, the little town that calls itself &amp;quot;the Main Street of the Rockies&amp;quot; manages to maintain its charm and vibrancy without losing its sense of itself as an example of small-town Colorado. This is the place where locals go for a full day of fun while the weekenders from New York and Los Angeles are busy doing shots of Jagermeister by the hotel hot tub.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;5&amp;hellip;Frisco Fill Up&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Forget the wheat germ and protein smoothies. Breakfast in the Rockies still means the kind of hearty stick-to-your-ribs fare that a day navigating double black diamond runs requires. One of most beloved breakfasts around is found at the inexpensive Log Cabin Cafe, which commands a central location on Main Street, off of Second Street, in Frisco (121 Main St., 970-668-3947). This being a town settled by pioneers, trappers and miners, the restaurant really is a log cabin, dating to a relatively recent 1908. The service is relaxed and very friendly, so don&amp;#39;t feel bad about sleeping in and rolling in for a late breakfast &amp;mdash; you&amp;#39;ll still be greeted with a smile and a heartfelt welcome. The most popular dishes are the heaping huevos rancheros and green-chili-smothered chili rellenos (yes, for breakfast), but those with more timid tastes will appreciate the &amp;quot;Texas-style&amp;quot; thick French toast topped with blueberries.&lt;/p&gt;&lt;div class="quigo quigo1"&gt;&lt;strong&gt;4&amp;hellip;History Lesson&lt;/strong&gt;&lt;/div&gt;&lt;p&gt;The Log Cabin Cafe is located directly across the street from the Frisco Historic Park &amp;amp; Museum (120 Main St., 970-668-3428). The museum is housed in a building that once served as the town schoolhouse. One corner of it is still preserved, as if all the children from miles around were about to troop in, take their seats in the rows of old-fashioned desks, and listen to lessons on the alphabet and arithmetic taught by a schoolmarm at the chalkboard.&lt;/p&gt;&lt;div id="story_related"&gt;&amp;bull; &lt;a href="http://www.amysmits.com/photoessay/0,4644,6365,00.html"&gt;Click here for photos.&lt;/a&gt;&lt;/div&gt;&lt;p&gt;Across the room model train aficionados and visitors with God complexes get their kicks at a big diorama that shows a miniature Frisco from the late 19th century, complete with horse-riding townsfolk, women wringing out their laundry, laborers shoveling fuel into primitive ovens, and a white man working side by side with a Chinese coolie near the train tracks. Not far away from the pint-sized hustle and bustle, the frame of what looks like a huge warehouse is going up&amp;mdash;the first sure sign that this Frisco-from-the-past has one foot firmly in the modern age.&lt;/p&gt;&lt;p&gt;Outside the museum, you can see much of the diorama in real life, 11 buildings remain from the 1880s that served as saloons, hotels, a jail, log homes, a log chapel, and the ranch house of a business that raised dairy cattle. All are open to tourists most days, and, like the museum, free of charge. The museum has regular guided tours throughout the week.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;3&amp;hellip;Work it Off&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;More energetic visitors who want to burn off the huevos can still go skiing in Frisco; cross-country skiing, that is. The Ten Mile Recreational Pathway criss-crosses Main Street and Summit Boulevard in several places. Ultimately, it leads the intrepid on what could be an odyssey of several dozen miles from Vail to Dillon, but you&amp;#39;ll probably want to opt for a shorter jaunt if you hope to make it back to town for dinner. In the winter, it&amp;#39;s a haven for Nordic skiers, but in the summertime it&amp;#39;s a well-trod circuit for bikers and joggers. You can rent gear for any season at Wilderness Sports (400 Main St., 970-668-8804).&lt;/p&gt;&lt;p&gt;&amp;bull; &lt;a href="http://www.professionaltravelguide.com/Destinations/Frisco-CO"&gt;Click here for more on Frisco from Professional Travel Guide&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Those wishing a more controlled environment to snowshoe in, or a trainer to teach them cross-country skiing, might prefer the Nordic Center (The Peninsula Recreation Center Area, 18454 Hwy. 9, 970-668-0866), with meticulously groomed terrain &amp;mdash; 40 km of groomed cross-country and 13 km of snowshoeing trails &amp;mdash; on the shores of the Dillon Reservoir, all the way down to Breckenridge. Lessons, rentals and demos are all available.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;2&amp;hellip;Catch a Breeze&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Though few think of sailing when they imagine the Rocky Mountains, the Frisco Bay Marina (900 Main St., 970-668-5573) offers sailing on the Dillon Reservoir, nestled dramatically within gorgeous violet colored mountain range. Sailing on the glassy waters of the 3,300-acre basin of melted snow on a sailboat, kayak or paddle boat will make you make you appreciate the line &amp;quot;purple mountains majesty&amp;quot; as you never could as a 3rd grader. The marina also offers waterborne tours of the Dillon Reservoir, which includes a guide who can explain historical facts about the body of water that serves as the source of Denver&amp;#39;s drinking supply, and was created only by totally submerging and destroying some local communities.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;1&amp;hellip;Lights Out&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;For a town of only 2,700 year-round residents (closer to 7,000 during ski season), Frisco has more than its share of restaurants and bars. Many of the seasonal transplants who work at local ski resorts end up at Backcountry Brewery (720 Main St., 970-668-2337), a mostly generic second-floor microbrewery/restaurant that serves up standard American grub like hamburgers, fries and buffalo wings alongside passable brews.&lt;/p&gt;&lt;p&gt;The real find in town is the Moose Jaw (208 Main St., 970-668-3931), an unassuming shack in the middle of Main Street that serves as the true meeting place for year-round Frisco residents young and old, and is a required stop on bar hops for local partyers. It&amp;#39;s easy to pass an hour or two hearing tales of old Frisco at the bar while munching on what may be the area&amp;#39;s best burgers.&lt;/p&gt;&lt;p&gt;Couples looking for romance will want to forgo the Colorado-cantina atmosphere for something mellower. Down Again&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&amp;ldquo;Home Prices Suffer Record Monthly Drop&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&amp;ldquo;Bank Closures at All Time High in 2008&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;&lt;div style="margin:0in 0in 10pt;"&gt;&lt;font size="2"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&amp;ldquo;Credit Crisis Waves Roll On&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&amp;ldquo;Growing Market in Foreclosures&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&amp;ldquo;Foreclosure Rates Show No Sign of Slowing&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&amp;ldquo;States Unemployment Funds Run Low&amp;rdquo;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;/font&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&lt;font size="2"&gt;And the bad news goes on and on, causing panic and fear until we become our own worst&amp;nbsp;self-fulfilling prophecy. Here&amp;rsquo;s my beef.&amp;nbsp; It&amp;#39;s media hype.&amp;nbsp; No it&amp;#39;s worse than media hype.&amp;nbsp; It&amp;#39;s&amp;nbsp;a vast media&amp;nbsp;distortion, used&amp;nbsp;to sensationalize and sell the news.&amp;nbsp;&amp;nbsp;It&amp;#39;s not the first time the media has done this, but now it has hit close to home.&amp;nbsp; Close to your home, close to your client&amp;#39;s home and your livelihood.&amp;nbsp; The result is that the American homebuyer&amp;nbsp;is&amp;nbsp;naively buying the lie&amp;nbsp;and hesitating to&amp;nbsp;buy that home they need.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&lt;font size="2"&gt;Another beef I have is that perhaps even a few of you Realtors reading this&amp;nbsp;artilce&amp;nbsp;have been sitting in your own family rooms reading and watching those headlines, and you&amp;#39;ve&amp;nbsp;believed&amp;nbsp;the hype&amp;nbsp;yourselves.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&lt;font size="2"&gt;Why? Because, like me and everyone else who reads the papers, watches it on the TV and hears it&amp;nbsp;on the radio, we think that just because the mainstream media says it, then, by golly, it&amp;#39;s&amp;nbsp;gotta be true.&amp;nbsp; Pundits know that if they repeat&amp;nbsp;anything long&amp;nbsp;enough, people believe it.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;font size="2"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;Well I&amp;rsquo;ve got a few surprising facts here that were shared in a speech given by my good friend Utah Lieutenant Governor Gary Herbert.&amp;nbsp; He and I worked together years ago to&amp;nbsp;establish the Utah Chapter of the Council of &amp;nbsp;Residential Specialists.&amp;nbsp;&amp;nbsp;OK, here&amp;#39;s what he shared with us:&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;strong&gt;&lt;span style="line-height:115%;"&gt;&amp;ldquo;Bank Closures at an All Time High in 2008&amp;rdquo;.&lt;/span&gt;&lt;/strong&gt;&lt;span style="line-height:115%;"&gt; &lt;/span&gt;&lt;em&gt;&lt;span style="line-height:115%;"&gt;Hogwash!&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/font&gt;&lt;/div&gt;&lt;ul&gt;&lt;li&gt;&lt;p&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;font size="2"&gt;In 1989 there were 1,004 bank closures.&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&lt;font size="2"&gt;In 2008 there were 30 bank closures&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&lt;font size="2"&gt;On average there are 94 bank closures per year&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;&lt;span&gt;&lt;span&gt;&lt;strong&gt;&lt;span&gt;&amp;ldquo;Foreclosure Rates Show No Sign of Slowing&amp;rdquo;.&lt;/span&gt;&lt;/strong&gt;&lt;span&gt; &lt;em&gt;Baloney!&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;During the Great Depression Foreclosure Rates were 50%&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul&gt;&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span&gt;Nationally today our Foreclosure Rates are 3% (1.4% in Utah)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;div style="margin:0in 0in 10pt;"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;font size="2"&gt;&lt;span style="line-height:115%;"&gt;&amp;nbsp;&lt;strong&gt;&amp;ldquo;States Unemployment Funds Run Low&amp;rdquo;. &lt;/strong&gt;&lt;/span&gt;&lt;em&gt;&lt;span style="line-height:115%;"&gt;Ridiculous!&lt;/span&gt;&lt;/em&gt;&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;ul&gt;&lt;li&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&lt;font size="2"&gt;During the Great Depression Unemployment ran at 25%&lt;br /&gt;&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;&lt;font size="2"&gt;Nationally today our Unemployment is 7.2%&lt;/font&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;div style="margin:0in 0in 10pt;"&gt;&lt;font size="2"&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;As Realtors, I&amp;nbsp;challenge you to join me in confronting the main stream media in your own locations.&amp;nbsp; Spread this information on your blogs, and in all your social networking.&amp;nbsp; It&amp;#39;s the real truth.&amp;nbsp; It&amp;#39;s not hype.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I say let&amp;rsquo;s fight back and take back the one industry that is at the heart of the American Dream -- the Real Estate Industry -- and bring this whole mess, this nation and the world&amp;nbsp;back from chaos.&amp;nbsp; The one best weapon that you have at your disposal is the truth!&lt;/span&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;Are times right now bad? We need to look at putting 15-20% down payment and say what&amp;rsquo;s wrong with that? That&amp;#39;s been a standard in real estate for years - a safe standard.&amp;nbsp; We need to look at qualifying procedures and make sure that we are selling homes to people who can afford them.&lt;/span&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;We are the grass roots of the economy, and we can make a difference. We can take it back. All we need to do is to tell our buyers and sellers the truth about what is going on and stop the panic. If there is insanity going on it is in the pundits that look for all the bad news to make sensationalism sell their message.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:small;"&gt;&lt;span style="font-family:Arial;"&gt;&lt;span style="line-height:115%;"&gt;Our message should be: &lt;/span&gt;&lt;em&gt;&lt;span style="line-height:115%;"&gt;&amp;quot;America is good.
